Dear colleagues of the NGO Forum
I have taken the liberty to set up a very simple website tool which I can help us in our work, The idea is to have a place to publish and keep available material we produce, so that it can be easily be accessed. I have made it open to everyone, but it can be restricted to members of the forum if we wish.
This is a proposal, and it will be up to our Forum if we will use it or not. I have used this kind of page as a tool for collaboration earlier, but have not set up such a page, so if we want to use it, I need to explore and develop it more.

“The report by the Consultative Body is excellent.
The Consultative Body has pointed out that submitted videos should not be ‘aimed at promoting tourism’ (6.COM/CONF.206-8-EN, p.8, item 24). They recommend supplying videos that are supportive to the nomination and used to show ‘what the intangible cultural heritage element is and what its social functions are today, and to illustrate its state of viability.’ We think this is a very relevant remark.
I have seen some video examples of items of the Lists that reminded me of video clips used when promoting pop music: many short shots of about 1-3 seconds.
The task of filming of ICH items should be given to people with knowledge about what I call ‘anthropological filming’. In the preamble of the convention, intangible cultural heritage is considered as ‘a factor in bringing human beings closer together and ensuring exchange and understanding among them.’
Understanding can be enhanced by proper representation of the items and that means also that films and photographs should supply proper cultural contexts and a culturally correct flow of time.

I certainly agree with you here, Wim. Documentating ICH is certainly not like shooting a pop-video. According to our experience from video documentation of crafts it can be wise to use craftsmen to do or participate in the documentation work because they will know what to look for and what is important / significant. The craftsman will also be able to understand the item in a more relevant context, totally different from how an otsider or "ordinary" photographer sees it. I think documentation of ICH, as a part of our methodology, really could be an interresting discussion among the NGOs. So thanks to Wim for bringing this on the table.

The task of Safeguarding ICH practices involves complex issues. An American university offered a summer course on ICH in May-June this year.Any such course might cover ample sociological/ historical issues; still how far would a course go in Safeguarding practices, until it is designed for a specific practice? It is vital that elements underlying the term "intangibility" be comprehended and identified in a particular case before an ICH facilitator starts working towards documentation/ conservation. I agree. However, in some cases, greater sensitivity than 'anthropological filming' is required. Let us work out significance of preserving the 'intangible' aspect in ICH practices.

Dear all, Certainly the quality and purpose of the visualisation need to addressed. I am a strong believer in photo voice and video voice techniques in safeguarding intangible heritage. These techniques are also consistent with the primary role of the bearer and transmitter communities, groups and individuals. These have been used quite effectively in some Asian countries including Vietnam and China. Best wishes, amar

Dear friends,
The question about the focus of our NGO Statement is now clear from this page:

which shows that this is the NGO Statement for our NGO Forum.
We still however require an NGO Statement for 6COM. This should include the conclusions of the Forum and also raise matters we have been discussing this year over email.
Do we have a working draft or points for such a draft? Is it feasible to have this statement ready for delivery by say 27 November?

Some may be interested to watch webcasted this Monday Dec. 5 from 9am till 11am (Paris time) the Exchange session State parties/civil organization on 2005 Conv, IGC. I was asked to monitor. A practice we could possibly pick up for the 7 com ICH.

Diego is right about this practice. We NGOs will need to follow the debates and decisions closely in order to recommend and comment in an advisory role - both to Convention organs and bodies, and also to practitioners, other NGOs, ICH holder etc.
But where are the final documents and decisions for 6COM? I can't see any online and a week has gone by. This page

Sorry I sent our representative to the NGO meeting at UNESCO Paris on 5th December as agreed, but he stood at the gate of 1 rue Miollis from 9 - 10am. Nobody knew about the meeting there. Later on 6th I was informed that the meeting took place at UNESCO, 7 Place de Fontenoy. There was therefore a problem of communication as we had not specified the venue of the meeting when we met in Bali. But I later sent the message of ACRI to the Secretariat and informed them that we failed to find the venue of the meeting.
How did the meeting go?

It's great to have a single place with all the documentation and exchanges, as it represents an opportunity to hear from everyone including those who cannot attend the IGCi meetings but still play an important role.
When I eventually got home from Bali in spite of the strikes, I was at the ICOMOS meeting in Partis on 2 Dec for the international scientific committee on ICH and would like to encourage them to join as well. Can we ask Egil to tell us how we can publicise the Forum with civil society organisations and experts - do we ask people to email you? How many members do we have already on this site?

We have sent invitations to 63 persons, some 20 have logged in so far. Anyone can go here and read the pages, but those who want to comment, need to be invited or can request access on the top here, under users. There I also think you should be able to see who are users so far.

I have just gotten back from a vacation with family and have not had the chance to keep in touch.
Thanks to Eivind for the summary of the participation of the NGOs in the ICH Committee meeitng in Bali. We look forward to a more transparent cooperation among NGOs to strengthen the role of the NGOs in UNESCO. We hope to be of more use to the implementation of the plans and programs of the ICH committee to mutually benefit each other.
Thanks to Egil for keeping this forum going. This was really fast work and very helpful in communicating with members.

Thanks Eva for the spring greetings. Nowruz was celebrated not so long ago - 21 March, and that day, in these times of climate change and awry weather patterns, does its best to remind us of the old calendars and seasons.
During the Cons Body meeting Egil and Wim and I also discussed whether we could post here in this forum, or link to, the training materials for the capacity building programme for ICH, which is under way in all the six group regions (see here):

As you all know, an ICH researcher forum is being set up by researchers to facilitate and discuss the role of researchers in relation to the Convention.
A first meeting is scheduled for 3 June 2012 at la Maison des Cultures du Monde (101 Boulevard Raspail, 75006 Paris, France).
The website for the meeting is http://www.ichresearchers-forum.org/ and if you have any queries about it please contact Toshiyuki Kono on ich.researchers.forum@gmail.com.
The closing session of the meeting will be 'How to identify priority areas for research'. We'd like to encourage the broadest possible discussion about key areas of existing and future research. Whether or not you are attending the meeting, if you'd like to send ideas or references to existing work in advance of the meeting please email us as follows:
(a) Key publications, reports, articles, books on the principles, history and implementation of the Convention (in any language) that could form the basis of a working bibliography for the Forum. These references (with an abstract if possible) can be sent to Harriet Deacon (harriet@conjunction.co.za)
(b) Key areas of research that should be prioritized in the future to understand and/or assist in the implementation of the Convention. These suggestions can be sent to Chiara Bortolotto

which was distributed recently bu Helena Drobna of the Secretariat. The agenda of the Researchers' Forum 2012 is ready. In an earlier post, Harriet has linked to the Researchers' website.
I do think we all have a lot to contribute - there's no-one here who isn't an ICH researcher and indeed some of us have been for many a year.
There are far more subjects that we ought to be talking about than are being dealt with in this first Researchers' Forum, and it will be of great help to the group at the Forum to listen to /read our comments and points of view.
Many familiar faces there too! So, I'm sure we can channel some of that 'blue sky' thinking on that day into our NGO Forum and keep the channel flowing. Regards, Rahul

Dear all. I really wish I could join you in Paris next week, but it is impossible for me. Nevertheless Dag will be present on NHU's and my behalf, and represent us in the best way. I am looking forward to hear how you all think about the next meeting in Grenada, and how we should prepare in the best way in front. We have been making some important steps, but there is still a way to go. I hope you will discouss this in Paris in order to find out if we should organize something as in Bali, and what the workinggroup should start to prepare. As Rahul, I also think that we all have a lot to contribute to ICH researcher forum and to read our comment and point of view is quite important. The idea to share here a common paper after the ICH researchers forum is perhaps important for a better organization of next 7COM meeting in Grenada.
From Italy, I see a central problem: to build a specific competence in the (difficult) dialogue among scientific institutions, gouvernamental authorities, NGO and local (or not local) communities....in fact the Convention proposes a different way and methodology to approach our research fields. Ther are a lot of concrete possibilities to build these competences but we must still work to a recognition, acknowledgement and support by the leading actors of the ICH process. Then, we can work around "case studies" from our countries and international experiences. Harriet and Chiara Bortolotto are working on a biblio data-base. This is an important step. We can add to this bibliography something as "voices from the ICH research-fields", or something so. We have in Italy some very interesting cases of heritages-frictions. With our NGO Simbdea we are building the italian network of ICH_NGO (many researchers in this network) . I hope to have new and strong moments to exchange with you all in Paris and after, and thanks to Rahul for his engagement! Best regards, Valentina

I agree with Valentina, and Rahul that NGO voices need to be heard by researchers, and vice versa. If we improve the inter-sectoral dialogue and make it concrete - about case studies - then I think we can also begin to talk more concretely about the issue Rahul and many others are raising about the link to sustainable development and community engagement. I think it's important to outline some of the areas needing further work, which is why we asked for suggestions from this forum for areas of focus that you consider important. Thanks to those who emailed us with suggestions to make in the final session on research trends.
Looking forward to seeing some of you in Paris, and maybe at the ACHS conference in Sweden. Toshi will apparently be putting the papers for the Paris meeting on the researchers forum website, but I did not see them there yet.

During the general assembly in Paris, Diego Gradis, from the Swiss NGO Traditions pour demain, intervened on behalf of the NGO's present. A French proposal was adopted to think on what could be role of the NGO's in the UNESCO convention. Their will be a proposal which is going to be discussed during the next UNESCO meeting in Grenada, later this year. Diego outlined the importance of the NGO's in implementing the UNESCO convention, as experts in community involvement and in safeguardingpractices. He also said that the NGO forum would gladly participate in the discussion in preparing the proposal on the NGO's for the Grenada meeting.
Earlier the NGO's present in Paris, had already decided they will try to organise a little conference in Grenada, focussed on community participation. Wim van Zanten will be the initiator of this. Also he will write a little report on the general assembly meeting in Paris, for the NGO's, so they will know what was discussed in Paris.

1. My report about the NGO meetings during the General Assembly (and the GA itself in Paris, 4-8 June 2012) will come in about a week.
2. The text of most presentations at the Forum of ICH researchers in the Maison des Cultures du Monde, Paris, 3 June 2012, can already be found on that site (http://www.ichresearchers-forum.org/).
3. At the NGO meetings in Paris we decided that we shall start organising a NGO Forum in Grenada, Nov 2012, with a business meeting and a symposium with the general theme Community participation. There will be an introductory text on the theme of the symposium and from the speakers we shall expect an abstract of about 250-400 words. This will also be announced on the UNESCO site (http://www.unesco.org/culture/ich/, NGO, institutions and experts). More information to follow.

I'm pleased we will start planning for the Grenada meeting in advance and that there will be a focus on content issues. There the NGO forum and the researchers forum should be working together for maximum impact.
We must just also ensure that the focus is on broadening the debate so people who can't be there can also make inputs.

NGO Forum at the 7th Intergovernmental Committee meeting: 2 December 2012, Paris
The time and place of the 7th IG Committee meeting have been changed and therefore the NGO Forum will now take place in Paris on Sunday 2 December 2012 from 10 a.m. – 17 p.m.
Place: ´Maison des associations du 7ème arrondissement´, 4, rue Amélie, 75007 Paris. Building open at 9:30 a.m.
There will be no interpreters and the used language will be English.
As the number of seats is limited (60), participants are asked to register before 24 November 2012 with Jorijn Neyrinck (info@tapisplein.be), by supplying (1) first name, (2) last name, (3) institution (NGO/ State/ Centre, ...) and (4) whether attending the morning session (symposium), afternoon session (business for NGO representatives) or both.

Yesterday’s meeting of the NGO’s in Paris was a big success, more than 50 NGO’s attended. The discussion topic selected was Community and community involvement and how the NGO’s could contribute to this central issue of the UNESCO convention. A statement is now being prepared for the meeting of the intergovernmental committee.

The NGO-forum members are working and a resolution was elabourated yesterday, Monday. It is now uploaded in the folder of NGO statements. Jorijn has made a list of NGO participants which is uploaded in the folder of Reports. Also, please note that anyone who have status as writers in this Wiki that they can comment here, but also upload files and edit content. Thank you for all the very good work that is done.

No doubt that this NGO-forum is a new big step forward for the us. I also think that the resolution turned out to be a good statement for us. A drawback this time is that we have no streaming of the forum. As this meeting is relevant for other NGOs that can not be present, I think we should pay attention to this in front of the next meeting.

I left this morning from Paris, and it is excellent to see so many people volunteering.
I give you 3 proposals:
1. Please go to the NGO-forum website and see if you can sign in if you have not done so already. Your username is you email, and if you forgot your password you can ask the automatic service to send you. If not, register and send a little greeting so that we know you are there. There are very few who has actually written anything.
2. At the meeting where I was present, two of you, from Italy, I think, volunteered for a group on the webpage. Please send me an email, so that we can get in touch.
3. I have made a new folder for working groups. I suggest more of you initiate a working group by naming the group and making a folder and page for it in that folder. Just click folders and files on the top. Go down to NGO Working Groups. Click to get into the folder.
There you find a folder for NGO Working Groups on webpages, and inside there one can upload files or create new pages (discussion forums) or folders. The New groups can make their folder inside the NGO Working Groups folder.
If you need help, tell me, and give me the name, and I can make what you need.

Very good to hear from you. It is kind of you to offer us to be represented in your Newsletter. If you open the folder Files and pages on the top of this page, you will find a folder with our photos. I think you should be able to open and download one or some of the pictures there, and use them in your Newsletter. Unfortunately I do not have the time to write a pice about our NGO forum right now, I hope that some of the other members could do that, and perhaps even offer extra photos.

I thought I would see some of you in the meeting organized by ICHCAP at Jeonju. Shame you didn't come! I have tried to post in this site the paper that I will present in a couple of hours at the ICHCAP’s meeting, but I am quite incompetent with IT devices. Still, I hope I managed to do it.
